OODA (observe–orient–decide–act) is the cycle developed by military strategist and United States Air Force Colonel John Boyd. Boyd applied the concept to the combat operations process during military campaigns. Today, businesses use it to understand commercial operations and learning processes.
Take a moment and consider if you are in the right phase, given your situation. As we enter week four of the US shutdown, you must be ready to move into the D (decide) stage and to prepare to A (act) quickly as the situation evolves.
